Project Coordinator: Dr.ing. Alexandru STANCIU – Scientific Researcher II
General objectives of the project
The project's main objective is to establish the national spatial information infrastructure, RDI component (NISI-RDI), in compliance with the implementation obligations of the INSPIRE Directive as stipulated by current national legislation. The following INSPIRE themes will be addressed in the project:
- Theme II.2 Land Cover
- Theme II.4 Geology
- Theme III.3 Soil
- Theme III.15 Oceanographic Geographical Features
- Theme III.16 Maritime Regions
Additionally, the project aims to achieve the following specific measurable objectives:
- Analyze and evaluate existing data in compliance with INSPIRE specifications and national legislation;
- Design transformation procedures to ensure INSPIRE interoperability and compliance;
- Select, design, and specify the most suitable hardware and software systems;
- Develop data and metadata transformation and publication services for themes under MCID responsibility;
- Validate data and services using the INSPIRE validator.
Project description
The project envisions the development of a platform with functionalities for transforming, publishing, and validating datasets, enabling data providers to:
- Analyze and transform datasets;
- Upload and publish datasets;
- Automate repetitive and complex processes;
- Scale IT platforms to accommodate new data and users;
- Achieve compliance with the INSPIRE Directive.
To achieve this, components will be developed to support the following workflows:
(1) An integrated workflow that:
- Covers geospatial data loading, modeling, transformation, and publication;
- Can be configured and adapted to various roles and tasks;
- Supports collaboration among different organizations;
- Is fully automated, including metadata generation and low-effort management of all data and metadata;
- Supports configurable transformation of spatial datasets according to INSPIRE specifications;
- Validates compliance with INSPIRE specifications for data, metadata, and network services.
(2) A workflow for automatic creation and publication of:
- INSPIRE view services as OGC WMS;
- Advanced OGC WFS for direct access and download for vector, raster, and combined data;
- Metadata for datasets and network services in XML format and discovery services compliant with OGC CSW standard.
Results
- An IT platform with modules for data transformation, metadata editing, search services, visualization services, download services, and transformation services in compliance with the INSPIRE Directive.
- A web map client.
- API specifications and a user guide for the integrated platform.
