DISB 2025 – Day Three: Emerging Technologies, International Cooperation, Innovation and Cybersecurity at the Palace of Parliament

The Palace of Parliament hosted today, April 10, 2025, a series of events with a significant impact on the fields of emerging technologies, cybersecurity, digital education, intellectual property and technological innovation. Under the auspices of the National Institute for Research and Development in Informatics – ICI Bucharest, international leaders, government officials, blockchain experts and representatives of European institutions came together to discuss the challenges and opportunities of the contemporary digital world.

The first edition of the Blockchain Intelligence Forum provided valuable insights for companies, investors, regulators, decision-makers, financial institutions and law enforcement professionals. At the opening, speeches were given by Bogdan-Gruia Ivan - Minister of Economy, Digitalization, Entrepreneurship and Tourism, Adrian Câciu - Vice-President of the Committee for Budget, Finance and Banking, Chamber of Deputies, Anca Dragu - Governor of the National Bank of Moldova, Victor Negrescu - Vice-President of the European Parliament, Dan Cîmpean - Director of the National Cyber ​​Security Directorate (DNSC), Luca Tagliaretti - Executive Director of the European Cyber ​​Security Competence Center (ECCC) and Adrian Victor Vevera - General Director of ICI Bucharest. The discussions focused on ways to achieve traceability of blockchain transactions, types of tools used to ensure financial-banking compliance, and how authorities can use “blockchain intelligence” procedures to investigate illicit activities and combat financial crime.

“We must work on research and development to establish standards for blockchain intelligence and data sharing. We need to create clear ways for blockchain data to be shared between public and private organizations. This cooperation will increase transparency and help us make better decisions in business, law enforcement and regulation.” said Adrian Victor Vevera, General Director of ICI Bucharest.

During the EURODEFENSE Annual Assembly, a large roundtable discussion was held on security and defence in the new international context, followed by a meeting of the EURODEFENSE network with restricted access.

Also today, a practical cybersecurity exercise took place, in which participants simulated risk scenarios to test operational responses and identify vulnerabilities. The activity encouraged inter-institutional dialogue and the exchange of best practices for the protection of critical infrastructures.

The event, which was dedicated to World Intellectual Property Day, included speeches by officials on copyright and consumer protection. The key moment was the launch of ENKIVERS – the first European project with global impact aimed at protecting visual concepts through innovative technologies, developed by ICI Bucharest in partnership with InfoCons.

The 23rd (CNIV) and 20th (ICVL) editions of the national and international conferences on virtual education were held online. With the participation of renowned teachers and researchers from the country and abroad, the topics addressed focused on the impact of technology on the educational process, digital instructional design, and XR applications in higher education.

April 10, 2025, was a day that brought together emerging technologies, education, innovation and security under the same roof, with the common goal of building a safer, sustainable and fairer digital society.
