Adrian-Victor Vevera, General Director of the National Institute for Research and Development in Informatics – ICI Bucharest, participated as a speaker at the “DEFNET Conference @ SCIA X: Dual-Use Technologies & Defence-Ready Cities”, an event held on Wednesday, March 4, 2026.
During his intervention, Adrian-Victor Vevera highlighted the importance of collaboration in leveraging technologies initially developed in the civilian sector and adapting them to current security and resilience requirements: “Technologies developed in the civilian domain—from digital infrastructures and data platforms to advanced analytics and cybersecurity solutions—can play an important role in strengthening the response capabilities and resilience of critical infrastructures. Collaboration between public institutions, the research environment, and industry is essential for developing sustainable projects and for making the most of the opportunities offered by European programs dedicated to dual-use technologies.”
The event brought together representatives of public institutions, academia, and industry, providing a platform for dialogue on the development of technological capabilities and the integration of digital solutions in strategically relevant fields such as critical infrastructures, cybersecurity, and systems interoperability.
The “Dual-Use Technologies & Defence-Ready Cities” conference, organized under the aegis of DEFNET – Defence Network Romania, addressed topics such as the integration of dual-use technologies in defense and critical infrastructure, the transition from the Smart City concept to Defence-Ready Cities, as well as the role of consortia and European funding instruments in the development of strategic projects.
