In 1993, ICI was delegated by IANA (Internet Assigned Numbers Authority) to organize, administrate and manage the Internet top level domain for Romania fulfilling the function of register for the ”.ro” domain names which was the core of the development of the National Network for Research and Development (RNC).
ICI was one of the founders of the Council of European National Top-level domain Registries (CENTR), Association of National Domain Registers in Europe.
In 2002, ICI has organized in Bucharest the first ICANN Conference (Internet Corporation for Assigned Names and Numbers) from Eastern Europe.
The national registry for ”domains.ro” has IPV6 connectivity since 2012.
.RO domain administration
In accordance with the provisions of the Government Decision, no. 1621/2003, the National Institute for Research and Development in Informatics – ICI Bucharest, has also as object of activity the organization, administration and management of TLD (Top Level Domain) ".ro", fulfilling the registry function for the name of "domains.ro".
The service for managing the names of "domains.ro" has a great responsibility in ensuring a stable and uninterrupted operation of Internet services in the ".ro" space. The failure of the primary and secondary nameservers for ".ro" makes it impossible to use Internet services in the ".ro" space, affecting the entire socio-economic system, given the growing dependence on the Internet for banking, e-government, e-commerce, educational systems etc.
The data stored in the databases of the Registry are particular important for ensuring a stable and correct operation of Internet services in the ".ro" address space. This aspect directs the research component of the Service towards the application area, being identified innovative solutions for data storage and management, optimizations of data flows, complex solutions for data protection and security of the digital space.
Principles underlying the management of .ro domains
With regard to trademark issues and intellectual property rights, international practice, which is also applied by other registers, are also respected.
ROTLD provides .ro domain registration and administration services.
Registering a domain name involves not only registering the name in a database, but also providing access to the DNS system for any type of application associated with that name, such as email, web, or other Internet-accessible service.
To this end, the registry maintains a system of name servers that are queried at any Internet access for an address that contains that domain name.
ICI currently has six nameservers - three of them installed in its data center, one nameserver at the University of Vienna and two nameservers provided by the ".de" domain registry in Frankfurt. Some of these servers operate on the basis of anycast technology, thus ensuring a high availability of DNS services for the ".ro" address space.
The nameservers system is a critical resource for the operation of Internet access in the ".ro" address space.
ICI and the Internet domain registry pay close attention to the security and quality of services provided to users. To this end, investments have been made to ensure a high quality of services provided.
