Blockchain Intelligence Academy – BIA is a strategic initiative that aims to develop independent blockchain analytics capabilities, essential for evidence-based decision-making in the public and private sectors.
Strategic Partnership
Officially launched in April 2024 at the Digital Innovation Summit Bucharest, BIA is a joint effort between ICI Bucharest (https://ici.ro/en/) and ChainArgos (https://www.chainargos.com/), to provide technological solutions and professional training in the field of information analysis regarding the transfer of value through blockchain technology.
ICI Bucharest, founded in 1970, is the leading computer science research institute in Romania, with extensive experience in research and development projects. ChainArgos is internationally recognized for its rigorous analysis of blockchain transactions, including the disclosure of the subcollateralization of the BUSD stablecoin by Binance.
This academy is the result of an unprecedented public-private strategic partnership between the National Institute for Research and Development in Informatics – ICI Bucharest and the blockchain analytics company ChainArgos, based in Singapore. (Blockchain Intelligence Academy)

Training Programs
The Blockchain Intelligence Academy course offering, developed by ICI Bucharest, is structured in 5 progressive modules, covering topics such as blockchain, cryptoassets, digital investigations, forensics and cybersecurity. The courses are aimed at professionals in the financial-banking, IT, authorization, regulation and supervision, law enforcement and national security fields, offering practical training with specialized software and case studies.
The programs are flexible, offering online, in-person or hybrid options, and include teaching materials, specialized software, interactive communication channels and online exams. Participants can obtain optional certifications, designed to facilitate the development of a community of professionals in the field.
Module 1 – Blockchain Technology and Cryptoassets
Introductory course designed for non-technical professionals, aimed at providing foundational knowledge of blockchain technology and cryptoassets, with particular emphasis on practical applications, the Markets in Crypto-Assets (MiCA) Regulation, and the examination of real-world case studies.
Module 2 – Applying the EU MiCA Regulation in Crypto-Assets Activities
This course is designed for legal, financial, and public sector professionals, and focuses on the interpretation and practical application of the European Markets in Crypto-Assets (MiCA) Regulation, incorporating the use of blockchain intelligence tools for analysis and compliance purposes.
Module 3 – Blockchain Intelligence for Law Enforcement
Specialized training program for investigators and law enforcement agencies, emphasizing techniques for crypto-assets’ traceability, the detection and prevention of illicit activities, and the acquisition of critical intelligence to support investigative processes.
Module 4 – Blockchain Intelligence for Finance Professionals
Advanced training program for banks and financial institutions, focusing on audit practices, due diligence processes, Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) reporting, crypto-asset risk assessment, and the integration of appropriate procedures into institutional compliance, regulatory, and supervisory frameworks.
Module 5 – Advanced Blockchain Intelligence
Advanced-level course designed for specialists who have completed the preceding modules and seek to further expand their expertise, with an emphasis on on-chain transaction analysis, smart contract forensics, de-anonymization techniques, consensus-layer attack methodologies, and the investigation of cross-chain transactions.
